New official administrator appointed to lead Alberta Health Services

Health Minister Sarah Hoffman has named David Carpenter the Official Administrator of Alberta Health Services, while work continues on a long-term governance plan for the organization.

Carpenter was the mayor of Lethbridge from 1986 to 2001 and has a long history of board governance roles in the public and private sectors. He was the Chair of the Workers’ Compensation Board from 2004 to 2012 and has been a member of the Alberta Capital Finance Authority Board since 2013.

The Official Administrator is accountable to the Minister of Health and is responsible under legislation for providing governance oversight of AHS.

Carpenter’s appointment runs until the end of December. He takes the place of Dr. Carl Amrhein, who is now the Deputy Minister of Health.

Role of the Administrator

On June 12, 2013, an Official Administrator for Alberta Health Services (AHS) was appointed by the Minister of Health to act in place of its Board of Directors. In accordance with Section 11 of the Regional Health Authorities Act, the Official Administrator is responsible for the same governance oversight and decision-making functions as the former board.

In place of the AHS Board, the Official Administrator will have responsibility for the governance of AHS, working in partnership with Alberta Health to ensure all Albertans have access to high quality health services across the province. The Administrator is accountable to the Minister of Health.

The leadership of Alberta Health Services will continue to be guided by the 2014-2017 Health Plan and Business Plan. This plan outlines the organization’s direction for the next three years.

Biography

David Carpenter was appointed Official Administrator of Alberta Health Services on August 25, 2015.

Carpenter became a member of the Institute of Chartered Accountants of Alberta and the Canadian Institute of Chartered Accountants in 1974. He worked as a chartered accountant in Lethbridge before retiring from active practice in 1985 to focus on public service.

Carpenter was first elected a Councillor for the City of Lethbridge in 1977, and was re-elected in 1980 and 1983. In 1986 he was elected mayor, a post he held for five terms until retiring in 2001.

Over the years, Carpenter has served as member, chairman and director of dozens of civic and community committees. In 1999, Carpenter was elected to represent Alberta Municipalities on the Board of Directors of the Federation of Canadian Municipalities – the national voice of municipal governments.

In 2002, Carpenter was appointed to the Board of Directors of the Workers’ Compensation Board of Alberta. He was named Chair of the Board in 2004 and held this position until his retirement in 2012.

    If the AHS is to be governed like his last appointment – the WCB – then Albertans are in for the worst treatment possible as far as their health is concerned. The WCB is notorious for denying claims without ever bothering to look at actual medical “evidence” preferring to rely on hearsay and anecdotal comment from their own “resident experts” who have never set eyes on the actual client.
