Modernizing Alberta’s Liquor Laws

Bill 2, the Gaming, Liquor and Cannabis Amendment Act, 2020, removes unnecessary restrictions on liquor sales, promotes responsible drinking in parks, and cuts unnecessary red tape.

Bill 2 proposes five amendments to the Gaming, Liquor and Cannabis Act to modernize a number of Alberta’s liquor laws.

“These amendments are a clear signal that we are serious about making sure Alberta has an open and modern regulatory system. These amendments will have a positive effect on municipalities and licensees by eliminating unnecessary processes and getting rid of cumbersome rules.”Grant Hunter, Associate Minister of Red Tape Reduction

The amendments include providing a single, streamlined process for municipalities and Metis Settlements to respond to an application for a liquor licence in a community that does not already have one. They will also reduce restrictions on liquor consumption in parks and allow municipalities to determine whether public consumption in their parks will be allowed.

“AGLC is committed to working with industry partners to continue to bring forward policy changes that support business development. While innovation is the driving force behind the amendments, AGLC remains committed to offering responsible choices that Albertans can trust, while maintaining a regulatory environment that remains effective in reducing social harms.”Alain Maisonneuve, president & CEO, AGLC

Government will continue to review and modernize legislation, regulations and policy as part of the ongoing commitment to reduce red tape, and additional action will soon be taken to further improve the regulations surrounding Alberta’s liquor laws.

“Our members are pleased to see more improvements and look forward to continuing to work in cooperation with AGLC and the province on Alberta’s ongoing modernization of liquor laws. This is why Alberta got top marks in our Raise the Bar Report.”Mark von Schellwitz, vice-president, Western Canada, Restaurants Canada
